Optional Downward Flexibility Management (ODFM) Market Information

In our role as Electricity System Operator (ESO), we balance generation and demand in real time. When demand is low, there may be a requirement for additional flexibility to balance generation and demand, as well as to achieve sufficient negative reserve and high frequency response. Restrictions associated with COVID-19 are likely to present lower demand periods for longer durations this summer than we have seen in the past.
To help manage these changing system conditions we have implemented an Optional Downward Flexibility Management (ODFM) Service across the summer period. Optional Downward Flexibility Management (ODFM) is a service which allows the ESO to access downward flexibility that is not currently accessible in real time and expand our ability to control output from providers we cannot currently access through the Balancing Mechanism and the Platform for Ancillary Services.
In this dataset we will publish information relating to requirements and market reports.

ODFM price, volume and assessment decision data for 2020. Every week if ODFM is enacted, the prices, volumes and assessment decision and the instruction duration is shared for each assessment decision. If ODFM is not enacted the prices and volumes of all the units that were available for that week are shared. Each new week will be appended to the end of this file.

ODFM Instructed Volume for 05-07-2020 V2
Following a process failure in sending of enactment communications to providers on the 4th July there were some errors in the ODFM instructed volume shared on the 4th July on the portal. We have now updated this file post event to share the forecast volume of ODFM instructed. This is the ODFM instructed volume for Sunday. The BMRS Demand forecast has already been adjusted for this.
Market Information Report for 05.07.20
On 4th July 2020, NGESO instructed of ODFM for delivery on 5th July 2020 between 00:00 – 20:00. The forecast volume enacted confirmed by providers was 1288MW at 05:00, 2045MW at 10:00 and 2194MW at 12:00. This was made up of wind, solar, load banks, energy from waste, biomass, CHP and demand turn up
ODFM load factors for dates when the service has been instructed. Every time the service is instructed this CSV will be updated and rows appended. Load factors for wind and solar are variable and all other fuel types are set at 100% for all periods. The fuel type used is the one submitted in the provider data template.
